The objective of this study was to map the available services; analyze major gaps and challenges related to service delivery; identify roles and responsibilities of stakeholders and service providers, including stakeholder coordination, legislation and policies, capacity, prevention and response services, the referral process and accountability; as well as to make recommendations and propose interventions to address the weaknesses in the protection system for women and girls with disabilities in Palestine.

Fifteen per cent of the world's population lives with a disability, and nearly 200 million are between the ages of 10 and 24. Yet they are often invisible in government statistics. Girls and boys with disabilities are largely excluded from education and health services, discriminated against in their communities and trapped in a cycle of poverty and violence.
One billion people experience some form of disability, including about 1 in 5 women compared to 1 in 3 men, and with that, a heightened risk of violence, which in turn is a cause of disability.
Jana Mustafa is a former employee of an international NGO and a survivor of violence. She lost her job due to an abusive marriage and experienced years of physical and psychological violence. She got a divorce with the legal help of the Hayat Centre in the Gaza Strip.
